Most Laravel state-machine packages assume your transitions live in code. That's fine for ordering pizzas. It's not fine for a revenue system where the rules change by gazette notice every fiscal year and the auditor wants a paper trail of every gate that fired.
moffhub/flow stores transitions in the DB so a finance lead can adjust them without a deploy; guards and actions stay in code so the safety lives there. Every attempted transition writes an audit row with actor, source state, target state, the guard that rejected it (if any), and a snapshot of the model.
